In the attached picture, the L5/L6/M6 and M6/M7/N6 vertexes are covered by the water obstacle. Per A4.3 "A hexside forming a part of a Wire Location, or covered by a Water Obstacle (24L9-M9), may not be Bypassed (B26.44) on either side of the hexside; ". Is bypass movement NA across hexsides L5/L6, L5/M6, M6/N6 and M7/N6? In other words, does “covered by the water obstacle” mean Partly covered (in this case) or fully covered (like the M6/M7 and M6/L6 hexsides)?

Not saying it's correct per Perry, but we've always played it that even that little bit of pond depiction over the vertexes prevents BP as the definition of a hex includes its vertexes and a Pond cannot be bypassed.
