A4.133 & E3.72 Is entering an ElRR considered gaining elevation?

While setting up for a scenario with Ground Snow and Elevated RR my first impulse was to assume that entering an ElRR from a non-ELRR location would be considered gaining elevation but after reviewing A4.133 we came to the conclusion this is not the case. Is our interpretation correct or have we missed something?

The extra MF for elevation change in Ground-Snow/Rain does not apply when "changing elevation via a hillock."

F6.3, last sentence:
"E3.54/E3.723 does not apply to changing elevation via a hillock."

Red text was added vis errata in ASL Journal 10. (Errata I did not necessarily agree with. )
