A26.21 CVP for wounded leaders?

Are full CVP awarded for wounded leaders, or is it the wounded level that counts?
i.e.
Is a 10-2(wnd)who is eliminated by SAN (like in my current ABtF game!) worth 2CVP or 3CVP?

Full value - see A26.211
a wounded leader is worth full VP as if unwounded [EXC: Japanese leaders; G1.65].

Ah.. is this another case in the RBv2? Man i really NEED the upgrade, so many problems are being resolved over the RBv1!
