A24.32: WP and Flame creation

Placing WP can cause a Flame (A24.32)... but what exactly is the mechanism?

It appears that for WP fired in Prep there is a roll made in the placing player's Movement Phase for Flame creation, correct?

Since WP will disperse but still be active in the following Player Turn, does this mean that it can again roll for Flame creation in the placing player's next Movement Phase? I cannot find any specific rule that states otherwise, though i am sure that this is disallowed.

Here's da rule:

24.32 FIRES: WP can cause Fires only if Environmental Conditions are either Dry or Very Dry. The player who placed the WP must make a DR > the Kindling Number of the terrain during his MPh (even if placed during that phase) to start a Flame in the WP hex. Normal EC DRM do not apply, but there is a -1 DRM if Environmental Conditions are not Very Dry. A -2 DRM always applies to buildings.

Says during "his MPh", not "phases", you get one shot at making fire, only one.
