Can the placement of a smoke grenade trigger DFF?

Sure. Any MF expenditure can trigger first fire. Note that if the smoke attempt is successful, then the smoke will be placed immediately and affect any shots triggered by that MF expenditure.

The fact that the general rule is the effect of a MF/MP expenditure happens immediately is not called out explicitly and can only be arrived at implicitly from the rules....unless called out explicitly, as in DC placement.
