There was some discusion on the mailing list about this. I could NOT believe that this answer was correct. But it is. Perry Says so...

Intentionally moving prisoners so they will be "killed" would violate the Law of War even prior to the 1949 Geneva Conventions. How does ASLRB deal with Law of War violations (i.e., criminal conduct)?
