I sent this question to Perry a few weeks ago regarding A18 "Sbeitla Probe":

The Americans are the Scenario Defender in this night scenario; however, part of their initial OoB is required to set up In Motion. May these units be considered to already have Freedom Of Movement at scenario start?

No.
....Perry

As a matter of interest my opponent & I chose to disregard this ruling and play that the units in Motion DID have FoM already; we couldn't find a logical reason why they would suddenly have to slam on the brakes during their first MPh after being required to set up in Motion. We felt it violated the spirit of the engagement described in the scenario text.

Chas,

Good for you! God love Perry, but sometimes common sense just HAS to prevail.

Until Perry puts out 'offical' errata on OVHS, my opponent and I are playing in violation of one of his "Perry Sez" as well.
