S4 is a building hex. R3 is a road hex.

"Any vehicle in a road hex and ADJACENT to a building hex on both sides of that road is especially vulnerable..."

Is the Mk VIC in R3 vulnerable to Street Fighting or would there have to be a building in Q3 since the attack is coming from S4?

Is the Mk VIC in R3 vulnerable to Street Fighting?
Yes; if your squad can pass a leader-assisted PAATC the squad & leader may enter the street & attack the AFV. The squad has a CCV of 5; the leader adds one more. The Leader may apply his -1 Leadership modifier, as well as a -1 for Street Fighting.

If the vehicle is Non-Stopped there would be a +2 to the attack, which would be balanced out by the net -2 for the Street Fighting & the leadership; so the AFV would Immobilize on a Final DR of 6 and be eliminated on a 5 or less. It would burn on a 3 or less.

If the vehicle is Stopped, only the net -2 for the Street Fighting & the leadership would apply. The AFV would Immobilize on an 8 and be eliminated on a 7 or less. It would burn on a 4 or less.

No.
The only condition is to have buildings on both sides of the road. They don't need to be directly opposite one to another.

OK, so the axis of the road is what forms the sides? If, for example, the road only went Q3 -> R3 -> S3 (OG in R4) then Street Fighting would not apply since the buildings are on the same side of the road, correct?
