A11.622 and Armored Leaders

How do you justify the following.
In the list of Q&A - Letter 8 asks and answers

Q.Do Armor Leader or Stun DRM apply to a sN attack? Do any other DRM apply to a sN attack?
A. No to all. [Letter8]

Yet the rule book States:
3.44 The leadership modifier of an Armor Leader can be used only to modify a vehicle's MA DR (To Hit if ordnance; IFT otherwise), OVR DR, CC DR, HD Maneuver dr (4.22), halftrack FG (3.4), and Bog Removal DR.

Is not the sn use in CC a CC DR?

A11.622:

So it is an IFT DR, but no armor leadership DRM applies...
Perhaps because it also is an usage DR ?

No need to worry about a TH but that is not in question. You do not use the MA is a CC attack. It comes down to is an CC DR? It is an attack roll during CC so is it not a CC roll?

Given the last sentence of A11.622 is is hard to justify that it would not be considered a CC DR as it is certainly classified as a CC Attack. There is no further definition given for a CC DR other than those presented by A11.611 & A11.62 (of which A11.622 is an addendum) but perhaps as Klas has pointed out it is not made on the CC Table & therefore not considered a CC DR. Regardless the Q & A does establish the AL DRM does not apply and one can only presume that is what was meant.

There's also the large CC example:

"The PzV then attacks with its sN Close Defense Weapon System (11.622). Its Original IFT DR of 7 is ≤ its Usage #, so it attacks all unarmored units with 16 FP (no TEM or DRM ever apply) resulting in a 2MC vs the 4-4-7"

CC DR's are typically derived from a RATIO of CCV or strength values.
The sN doesn't apply any of these concepts.
It's simply an attack vs ALL units (friendly and enemy) I'm don't know
of any CC ATTACK DR that you can select a friendly unit.
