Per A20.54, when an enemy Infantry/Cavalry enters an Unarmed Units
Location, it may conduct an immediate CC attack.

Is the Unarmed Unit allowed to attack back?

No.

Is Infiltration possible?

No.

What about leader creation?

Yes.
