A10.51 Interpretation

There are 2 ways to interpret a sentence in A10.51 and I have seen both ways used. Just curious what is the proper interpretation.

"Upon reaching a building/woods Location not ADJACENT to a Known enemy unit, a routing unit must stop and end its RtPh in that building/woods Location even if overstacked unless the unit can directly enter another building/woods Location in its next entered hex (not necessarily the same building or through a continuous woods hexside)."

The part in red is what I am referring to.

Does the "not necessarily" apply to "the same building" as well as "through a continuous woods hexside" or does it just apply to "the same building"?

If it applies to both, then a unit could keep routing to a non continuous woods hex that is ADJACENT but if it only applies to the building part, then a unit could only keep routing to another Woods hex if it is a continuous woods.
