Sorry.. Question is if those "broken" vehicles are considered armed per A10.5 and A10.51..
Checking INDEX Armed:... any non-abandoned vehicle with an inherent crew.. then, unarmed?
In fact.. do they force any rout if ADJACENT? May broken units move closer to those unarmed vehicles? May broken units move trough locations containing only those vehicles? [GO units may enter those hexes per a recent Q&A]
I am now more confused. A "broken" vehicle per A12.1 does not have a crew, per A12.1. If it has a crew it is not a "broken" (per A12.1) vehicle. A "broken" vehicle is not considered armed per the index definition you give. Since it is an unarmed unit, a "broken" vehicle does not force rout [A10.5], and a routing unit may rout towards it [A10.51].
However, a routing unit may not enter a Location with a "broken" vehicle: "A routing unit may never move ADJACENT to a Known enemy unit, unless in doing so it is leaving that enemy unit's Location" [A10.51]. In this rule it is only a KEU. When routing towards or forcing rout, the element is an armed (and for forcing rout, unbroken) KEU.
