A-T Mines...always immobilized, at least?

So based on B28.52 for A-T mines, my question is, if a successful A-T mine goes off, the "least result" that can happen is the vehicle is immobilized...yes/no?

Here is the rule paragraph, I highlighted the part I'm referencing:

28.52 Each A-T Mine attacks on the 36+ column of the IFT. No TEM are applicable. Vs an AFV a 4 KIA results in a Burning Wreck, a KIA results in elimination, and any other result causes Immobilization. The Aerial AF (C7.12) corresponding to the AFV's lowest hull AF is used as an IFT positive DRM for KIA purposes only. Versus an unarmored vehicle (including any AFV with a hull AF of 0; 28.42), elimination is automatic, but a Burning Wreck applies only on a Final DR of ≤ 6 (i.e., ≤ 1KIA).

That's makes the A-T mines wicked to say the least. I traded in some 40 A-P mine factors (ASL 132) and got two 3x A-T mines. Sure enough German Pz VD just plodded along the road and BOOM! it got immobilized. The German player got smart then, and starting spending time searching other roads...and found the other A-T mine hex. Heh.

The dud result is included in a dr higher than the AT minefield level.
