A 24.1 Smoke placement from upper level building

May smoke be placed by a unit in 1st building level into an adjacent ground level street hex.

IMO this is not allowed by A 24.1


A 23.6 would allow such placement but applies only to DC and is NA to smoke placement.

IOW: One cannot throw smoke grenades out of the window into the street.

A24.1 says: "ADJACENT Location"

A23.6 says: "adjacent Location"

So I would agree... you can throw a heavy DC out of an upper level window into the middle of an adjacent street, but you can't do this with a SMOKE grenade because the street does not qualify as an ADJACENT Location (A.8).

This seems odd when you consider that A24.1 does specifically allow placement of SMOKE grenades across a cliff or Double-Crest Line into an adjacent lower hex.
