3rd level OBO's and 2.5 level factories?

This applies to both RB and RO and has the same consequences.
The main issue is once a factory is gutted can a Off Board Observer (Level 3) see "over the top"?

If not one is left with an aerial observer which has a number of negative consequences. Is it the opinion of the game
designers that after months of battle it is better to get a pilot than a FO with a pair of binoculars that are probably no
longer needed as the fire plan is now accurate to within a millimetre? I guess it is getting easier for Stuka but "the weather is
frightful" AS THEY SAY.. (Pity about the plan to enter the city at all).

In ASL terms this means that one has to "rubble" an outside (perimeter) wall to see inside.....while feasible a bit gamey .....

The highest Factories are 3.5 level high and never possible for an 3rd level Offb'd Observer to peak over.

The 2.5 level Factories can hardly be seen into over the exterior factory walls since the Board edge hexes for the Offb'd observers are too far away (creates blind hexes) from the interior of the factories.

Which factories are level 3.5 ?

The level 2.5 factories on the level 1 hill mass reach the height of 3.5 level.

The same applies for each Offb'd Observer that is at level 3 (i.e., at level 2 on the level 1 hill mass).
