I'm the French and am 4-0 down in CVP and I lose immediately if I'm 5 or more CVP behind (I win at game end if I have more CVP than the German). It's the start of the RPh (turn 4 of 6.5) and I have a squad adjacent to a disrupted German squad. If I refuse to accept the surrender I'll get 2 CVP immediately which relieves the pressure a bit. But if I accept the surrender those prisoners will be worth 4 CVP at game end.

Do I accept the surrender or not?

Capture it. You get the 2 CVP immediately when you capture it (and would lose them if the prisoners escape), which would be doubled to 4 at the game end.
A26.22 "...each player receives CVP for eliminated/captured enemy units..."
A26.222 "A player receives CVP for an enemy unit/equipment when it is captured. If it is no longer captured, these CVP are immediately lost. During the course of play (including determination of immediate Victory Conditions), captured units/equipment are worth their normal VP value. As soon as the scenario has ended, captured units/equipment are worth double their normal VP to their captor..."

Scott is dead on, capture those dudes, they are worth double at game end. Needlessly invoking No Quarter can bite you in the butt if not careful, especially against low quality troops who can be a VP bonanza by game end.

I think the OP was trying to decide whether to (a) invoke NQ and gain 2 CVP immediately, or (b) capture the unit and gain nothing now but 4 CVP at game end. I think the "gain nothing now" is incorrect; the choice is (a) invoke NQ and gain 2 CVP immediately, or (b) capture the unit and gain 2 CVP immediately (but losing those 2 if the prisoners escape) and 2 more CVP at game end. Assuming you can keep the guard and prisoners safe, that makes it a "no-brainer" IMHO.
