227 (J108) Danica Air : Ammo Supply counters

Hi all,
I have some questions about 227 (J108) Danica Air : Ammo Supply counters.

• 1) The VC say that "Provided they possess/eliminate > 3 Ammo Supply counters, the Partisans win at game end by Controlling > 2 of the following buildings: 38D7, 38E6, 38J8, 38N2."
  If a Croatian eliminates an Ammo Supply counter, am I right to count it as eliminated by the Partisans for VC sake?
  
  
• 2) SSR 3 says "Ammo Supply counters are possessed/eliminated as if SW and may not move."
  Am I right to think that that they cannot explode as an E10.5-6 Ammo Dump?
