+2 or HD?

Now, I must be going daft or something.
I seemed to recall that a vehicle behind a wall could claim either HD OR the +2 TEM.
Re-reading the tome, it is clear in D4.21 that only HD can be claimed.
Is that correct?
Was there ever the ability to claim the +2 TEM and that has been errataed away?

Yes.

D4.2 used to say:
"A HD target may not also claim a Case Q TH DRM but it may claim a Case Q TH DRM in lieu of HD status."

Now it says:
"A HD target may not also claim a Case Q TH DRM but it may claim an in-hex Case Q TH DRM in lieu of HD status."

Errata from ASL Journal 6:
D4.2: In line 7 replace “claim a” with “claim an in-hex” before “Case Q TH DRM”.
