Can a HMG/MMG that moved in the MPh cause interdiction in the following RtPh?

Yes, as long as it was functioning, mantled or could fire while dismantled (german MMG/HMG). Oop, forgot it can't be halved otherwise, such as pinned, mounted fire, etc.

Related question. If there is Mud/Deep Snow present, does the +1 TEM of such prevent Interdiction by ordnance that requires a TH [EXC: a Mtr that does not pay TEM on its TH DR] in an OG hex (barring paved/plowed roads or other hindrances that may apply either way)? In both cases it specifically spells out that FFMO still apply however A10.532 seems to indicate that a TEM that affects the TH DR negates Interdiction even though FFMO & FFNAM may apply per A10.531 (See also A6.7 that indicates they may indeed be separate entities in this regards). Note, a similar principal like HA negates Interdiction [EXC: Mortars].
