On the 36 column, at 15fp, there is a >/= symbol. Does that mean any fp higher than 15 on the 36 column still causes a PTC? My opponent and I haven't noticed it before. Thanks,

No, not on the first turn. And we probably missed the +1 fire attacker in SMOKE. Perhaps our playing was unusual dice wise. Seems to be a theme with me for a while now. It played quick, I would play it again.
