    In this situation LOS from Y6 to X4 is blocked because the rubble is inherent terrain and is at the level of the ground on the map (i.e., level 2 in the center of X5 and level 1 around the hill top. But, if there were say a cliff hexside between X5 and Y5 then LOS would be clear.

    If Q4 was rubbled at all levels, I think the LOS from P3 Level 1 to R3 is clear. Because Q3 isn't inherent terrain and a LOS string going from P3 Level 1 to R3 is only blocked up to the Q3/Q4 hexside and not across the hexside; since the building isn't visible on both sides of the LOS string...

    And, I think stairwells still exist so access to the 1st level of buildings with printed stairwells (i.e., two of the victory buildings with only one of them) is via the printed stairwell. Otherwise the SSR typically says 'stairwells don't exist'.
