In RO GCII, the VC state that the Germans have to take all but 10 of the stone locations. Is stone rubble considered a stone location?

11.2 DEFINITIONS & ABBREVIATIONS: The following glossary explains abbreviations and important terms used frequently in the RF Campaign Game system.

Stone Location: Each stone-building [EXC: rooftops and Sewers], stone-rubble, and Gutted Storage Tank Location on the RF maps. These Locations are used in all CG scenario and CG Victory Conditions (11.51-.58; 11.6235). On the RB map there are 570 total Stone Locations (which can be broken down further as follows: 171 Factory, 134 non-Factory ground level, 109 first level, 13 second level, 98 RF-Cellar level, and 45 rubble). On the RO map there are 491 total Stone Locations (which can be broken down further as follows: 160 Factory, 110 non-Factory ground level, 81 first level, 31 second level, 75 RF-Cellar level, 13 Gutted Storage Tank, and 21 rubble). Of course, these totals can change during a CG due to rubbling.

Shouldn't Gutted Storage Tank Locations also be Strategic Locations?
If they aren't, then they can't be used to mark the Perimeter (O11.6052), but they must be controlled to count for victory points, so it's a little confusing, the Russian sector in that zone has no other Strategic Locations and can be wiped out if ROZ39 falls.

That refers to Victory Conditions Locations, which are used to determine the day's winner. I mean Strategic Locations, which are used to draw the perimeter. The problem is that Gutted Storage Tank Locations are listed as Victory Conditions Locations but not as Strategic Locations.

And O9.1 says that Storage Tanks are not a building for any purpose, so they can't count as generic building locations.
O9.3 says that Gutted Storage Tanks are exactly like Storage Tanks except their height is 1 instead of 1.5 and their TEM is +3 instead of +1, and is not reduced by encirclement.
So I don't know if it's done in purpose that you can't trace the perimeter to the captured Gutted Storage Tanks or it's a miss.
