G1.64 states, "Whenever >= one unbroken Japanese Infantry/Cavalry unit is the ATTACKER in CC/Melee or Ambushes the enemy in CC, that CC/Melee automatically becomes Hand-to-Hand (J2.31) unless every such Japanese unit participating in it was Ambushed in that phase and/or is Withdrawing/pinned."

J2.31 states, "Hand-to-Hand CC can be declared only by the ATTACKER and only if his involved unit(s) has not been Ambushed (A11.4) this turn, but once declared affects all units of both sides as long as that Melee exists in that Location." [Notice the non-pinned stricture is missing in this one.]

Q:Can a pinned Japanese unit (ATTACKER) declare HtH CC in DASL? Higher-rule rule?

One could argue that, since J2.31 is a higher rule, Japanese cannot declare HtH unless they are the Attacker.

It seems as if DASL requires the Japanese Attacker to declare HtH even all Japanese units are pinned.

Code of Bushido was published in 1991, I think.
Chapter J was there from the start.

So all the time and resources spent to bring the "beloved" DASL back to life and two pages of rules could not be updated to the present.
It becomes tiring to constantly have to remember to include some rules and ignore others.

I find the "later/higher rule" thing debatable, as chapter G was published six years after chapter J.
However it may still violate the spirit of the rules as lain out in the Introduction. As Jeff pointed out if one would be in total adherence to the rules as presented and if J2.31 had been noted as applicable to the scenario his stance would overrule the Chapter G presentation. There has certainly been ample time to amend the Chapter J rules since the introduction of the lower lettered Chapter G inclusion and if J2.31 had been noted as being also applicable in a scenario presentation the fault is upon the designer. However, if J2.31 has not specifically been noted as being applicable in its whole the rule G1.64 would apply as it states J2.31 applies only as amended.

In deluxe a pinned Japanese attacker may declare hand to hand but does not have to.
The two sections are not in conflict as they deal with slightly different situations so the higher numbered rule convention does not apply.
