I'm thinking yes.

B27.1 ...Foxholes may be placed in any terrain except paved, sunken or elevated road, bridge, runway, marsh, crag, stream, water obstacle, rubble or building.

O9.1 [A storage tank].....is not a building for any purpose.

Also as Storage tanks are not strategic locations in Red Factories- absolutely necessary to dig them.
