Distance from Board Edge

The North board edge is at the top of the picture. If units may set up "greater than or equal to 2 hexes from the edge of the playing area", what are the most northerly hexes they may set up in? My instinct is that they can set up in any hex with a coordinate of 2 or greater (but my instinct is not always right...)

I count half hexes.
So O2-P1-Q2-R1-S2-T1-U2 on your picture.
Otherwise, the instructions would give "hexes numbered #".

If you setup in P0 and Q1, how far are you from the board edge ... zero hexes from the edge, the edge is part of your hex. P2 and Q3 have to move two hexes to be at the board edge.

P0 and Q1 are at one hex range from the edge of the board: onboard hexes don't belong to the edge.

The ambiguity of language. Probably why it is better to specify a hex # rather than a distance.

I was ironical : the wording using the notion of board edge is fine and everybody knew how to read the set up instructions until this very recent moment.
