Acquisition gain in player's own MPh.

Can a vehicle fire in its MPh and gain acquisition or does it have to wait until the AFPh in order to gain acquisition?

D11.12 seems to be talking about non-stopped, what if the vehicle is stopped and does not move again in MPh?

they went out of their way to hide that rule and made it a vague as possible. I would have read that to mean that I could not use the modifier or keep a modifier that I currently had. Does not say I could not acquire one for future use. Been playing this wrong for 20 years.
