The VC's state that the Germans must take 11 multi-hex buildings to win . There are 14 possible VC Locations, if one includes two multi-Location buildings which are actually row houses. Do these count as Victory Locations? Or are these buildings excluded from the total, leaving 12 possible buildings?

Row houses are by definition multi-hex buildings.

Indeed. To elaborate, it is important to keep the last sentence of B23.71 in mind:

Each hex of a Rowhouse building is always considered a separate building for Rout and Mopping Up purposes but not for Building Control.
