I know a unit that fails its TC to conduct an Infantry Overrun cannot do anything further during the MPh, but has it expended any MF for purposes of Defensive Fire?

If yes, in general, how many MF would it have spent?

No MFs spent after the TC is taken and failed. Note that the unit(s) may spend MFs before taking the TC and can make the TC at any point during that move (kinda like an AFV rolling for ESB), but as soon at it fails, it "is done" and may make no further action. The TC alone is not a MF expenditure. This from A10.1:

A10.1 Failure of a TC results in the inability of that unit to perform that task during that phase and prohibits the unit from attempting any other action during that phase [EXC: FPF PAATC; D7.212].

Spending MFs would be included as "any other action."
