W6.1 declares that KPA troops "are never Elite." However, that same rule also claims that "elite KPA squads may Deploy" and that "Good Order elite KPA Personnel are Stealthy."

So what gives? Are there elite North Korean troops or aren't there? Do the rules mean that there are no elite troops for C8.2 purposes ONLY but that elite squads are still considered elite?

You didn't do justice to the rule. W6.1 says "...but are never considered Elite (C8.2) and... This is clearly directing you to aspects of special ammo and being elite.

The KPA is still Elite in other aspects as to "squads" and "KPA Personnel" as W6.1 also notes.

That is one of the most annoying ASL clash of terms and often trips people up. For the C8.2 Special Ammo only Soviet Guards and SS are considered Elite barring a SSR, yet every nationality, except Partisan, has "E" class Elite troops.

The C8.2 reference lets you know that this is about Special Ammo only; i.e., no NorK formation will ever be considered Elite for purposes of increased Special Ammo Depletion #s. This has nothing to do with Elite Personnel.

Perhaps consider adding Elite Formation to the text whenever Elite status is conferred to an OB or a certain portion of it and just the term Elite when referring to specific unit types (e.g. 8-3-8/3-3-8). Just a thought, to perhaps help dispel confusion.

Formation has no ASL-speak to it.

That's exactly what the "(C8.2)" reference means.

ASL uses two similar-sounding-but-different terms: "Elite" (which is a reference to a type of Personnel counter) and "Elite (C8.2)" (which is a formation reference used specifically and solely for the purpose of Ammo Depletion). It is equally true for the rules to say that "Partisan Personnel are never considered Elite" while a scenario SSR might say "this Partisan group is considered Elite (C8.2)". There is no rules contradiction.

Now, sure, it's unfortunate that the two terms are so similar. To change it now, however, would require some rules errata. I don't see that as very likely. Experienced ASL players ought to be able to easily distinguish the difference.
