Am I correct in saying that only fully tracked vehicles car run at excessive speed and risk the potential breakdown, halftracks cannot.

No, halftracks can also attempt ESB. D2.5 says "tracked vehicle". If it were to be limited to fully-tracked vehicles, it would state that (as it does elsewhere).

Don't think so. At least, I'm not aware of any errata that would suggest otherwise. D2.5 doesn't distinguish between "tracked" and "fully tracked."

D2.5 EXCESSIVE SPEED BREAKDOWN (ESB):
D2.5 Excessive Speed Breakdown DRM A tracked vehicle may attempt once per MPh (at any point during its move) to exceed its land MP allotment at the risk of Immobilization.
You may be confusing ESB with Trail Breaks (B13.421).

Halftracks may use ESB.

Tracked vehicles, both have and full, were driven at lower speeds than that of which they were physically capable because tracks were easy to throw. See also chapter D footnote 4.
