You may be confusing ESB with Trail Breaks (B13.421).D2.5 Excessive Speed Breakdown DRM A tracked vehicle may attempt once per MPh (at any point during its move) to exceed its land MP allotment at the risk of Immobilization.
NaaayyyyyyAnd wagons can advance because they use MF not MP.
