I searched the ASL Article index. John Slotwinski has lots of articles published, but not that one. Robert Delwood's halftrack article appears in VFFT 75. DftB 23 has an article "There and Back Again… the VotG Saga" by Tom Morin.

Thanks for tracking that down. Kind of strange the winning article was never published unless he did it under a different title.
