The base line, for a banzai, is established as I have it marked. If my opponent moves 1 hex away from that line, his next move must close that distance or could he continue moving at 1 hex distance (not increasing the distance)?



and if you move from hex z1 to hex z20 whjat would be the total cost as you are moving into woods but through bamboo?

Once a unit has been marked with a hex grain range marker, it may not move any farther away but never needs move closer to the Banzai hex grain (although it may).

The "overflow" brush/bamboo is ignored for MF costs. It is not a combined terrain hex, despite the large amount of overflow artwork.

As a minor matter the hex grain you show is ambiguous. It is an alternate hex grain and we can't tell if the alternation is left or right. It doesn't matter for the questions you are asking.

Since you have an alternate Hex Grain HW you can only step sideways if you enter an enemy unit location which would prevent you from entering another location.

You are entering the woods, not the bamboo so you only pay 2MF. The (not so) little bit of bamboo in Z20 doesn't matter for this. It matters if you bypass that hexside or for LOS, but not much else.
