Rally and HIP

This is an interesting one.

HIP units are not subject to SAN , so are "ghost units".

However, I have some HIP units (including SMC) that also happen to be rally terrain. Now, DM units routs to that hex.
Can the HIP SMC therein not assist with rally and thus remain HIP? or is it mandatory.

Unless it is a Commissar, Japanese, or a CPVA Politacl Officer, attempting to Rally broken units in ones Location is not mandatory.

As Klas says, the broken unit need not attempt to rally. But if it does make the attempt, it must use a leader. A broken unit cannot attempt self-rally if there is a GO leader in the Location [A10.63], even if HIP. Of course if there is a second leader, it need not use the HIP one.

That is the crux of the question.. So HIP SMC for rally is a bad idea. MMmm

If the HIP leader is there for rally, i.e. you mean you HIP'd him for purpose of having him ready to rally a potential broken unit, then he's exactly in the right place at the right time.

If you mean that a HIP leader is there for another purpose (e.g. with a HIP kill stack) and happens to end up with a broken unit in the Location, it can be awkward if it is the friendly turn and that is the only potential self-rally. If you are playing a large scenario, there are typically lots of other potential self-rallies. The broken unit can act like a lure to bring out enemy units trying to DM it or eliminate it for FTR. The broken unit also guarantees that no enemy unit will try to enter the Location and accidentally reveals the kill stack. The situation can work both ways.
