First sentence of PF Usage:

The PF is a potentially inherent SW of every German Infantry unit after September 1943...

and later sentence:

Possible encounters with PFk can occur anytime after July 1943, but only as per SSR.

So I assume NO PF until October 1943.

BUT further down the rule, it states

There is a +1 drm to a PF Check dr if the scenario is set in Aug-Sept 1943...

My opponent believed, and I agreed, that this meant the Germans could fire a PF in August and September, no SSR required, because there is nothing linking that +1 to the PFk.

Any clarification you can provide is appreciated.

Not that I know anything, but I would disagree on your interpretation. I read the relevant sections of 13.3-.31 as saying "Germans may have PF(k) from Aug-Sept 43 by SSR only, PF checks for which are made with a +1"

PF available from 10/43 on, no drm to the check for the date.

PFk available from 8/43 to 9/43 by SSR only and with a +1 drm to the check.

A13.3 states that the PFk is a designation for a special PF. That is, a PFk is a PF.
So the drm applying in August-September is only for the PFk.

PF are not normally available prior to 10/43; prior to that date, encounters with PF were limited to some 5,000 weapons undergoing combat trials, which in the game are termed PFk.
