Control Forfeiture & deliberate/accidental Flame creation

Situation:
The US player Abandons a ht in its MPh with the Crew removing the MG armament and turning it into a non-burning Wreck while in Bypass of a Building. In the AFPh, a US M36 tank destroyer attacks the Wreck, hits and turns it into a Burning Wreck. Subsequently, the Wreck Blaze spreads into the Ground level of the Building creating a Flame.

Question 1:
So far, the Flame creation is 'accidental' in the sense of the rules (despite smelling of sleaze), correct?

Situation cont'd:
Later, the Flame spreads to a Blaze. As, for sake of the example, the building is single-hex and having ground, 1st, and 2nd level, a US unit in one of the upper levels is now 'Upper Level Encircled'.

Questions 2 & 3:
I am having some troubles wrapping my head around A26.161:

Is the Building, whose upper levels are now unenterable by both sides still under Control of the US or merely the Location the US unit occupies?

Does it make any difference in this situation with regard to Building Control whether the US or the opponent Controls the majority of hexes adjacent to the Building?

The blaze is accidental.

As long as a unit remains on the upper level, that Location, hex and/or building is enterable by that side.
