Thanks, but not sure this really answer the question, as this is primaily focused at VCA change...

That being said

What's the logic behind this? A movement-VCA change in woods does not incur the +3 bog modifier, but one in a wooden bulding does?

Not sure this is the best place to have the discussion, but...

I think the logic is that since you can spend all to enter woods and pay no modifier, a VCA should be the same, but since in a building there is no option to spend all to reduce the bog DRM, you have to pay the nasty bog modifier regardless.

I think it indirectly does answer your question as it alludes to the fact that there is no option to spend all and reduce your bog modifier in a building, just woods...

Note: this PerrySez is voided in J11 errata. All DRM that say "entry" apply only on entry with the new erratum. They do not apply on VCA change. The sentence in D2.11 saying the DRM did apply was deleted.

It actually only said that "Bog penalties" applied - not spelling out "DRM" directly - so if was a bit vague.

I hope to remember this change when it comes up in a game...

Just yesterday I had one of those moments:
I don't know for how many years my Commissars shot anyone refusing to rally immediately (i.e. CR) instead of ELR'ing them all the line down to Conscripts before that.
