The set up requirements for the Germans provides they "set up concealed in the Strongpoint." Does this mean they can be concealed regardless of the fact they don't set up in concealment terrain ? If so, can I therefore set up "?" units in the same manner?

I would assume that real units may set up concealed in non-concealment terrain, but that OB-given "?" are still restricted to concealment terrain. I don't think the intention was to give extra concealment counters on top of the ob-granted concealment, but I could be wrong.
