Yeah, I'm not sure of the update mechanics. But I don't even look at ROAR anymore. It's rarely updated, and the archive allows things like comments about scenarios, uploads of VASL files, etc. It's just a better tool for the job even though the data is less mature.

Infantry units and vehicles are never in Melee, but the second part of your question still applies, and I believe the answer is you aren't prevented from using CC Reaction Fire as the enemy unit and Berserk unit will also not be in Melee until the end of the turn (possibly). CH and BFP (and others) have a bunch of historical scenarios around it. I'm generally not a shill for CH, but I like map porn and their combined Hüertgen Hell-Objective Schmidt map is kind of crazy. I've not played any scenarios from either module tho...
