Double time has to be declared prior to movement to gain the additional 2 MPs. DT declared during movement gains 1 MP; unless the next hex is clear, a grove or other terrain requiring only 1 MP he still couldn't gain access to a building, woods, etc. (A4.5.)

Terrain rule B.1 may help you out here. Or confuse you more.

Or in the event of ambush, CC is not simultaneous as the ambusher resolves all combats in that hex first (A11.32.)
