You should be able to doubleclick the 19th century executable in a file manager or by creating a short cut. Then you can pick the scenario from the list.

Maybe you can limit yourself to only using 8 moves per turn? I can't figure out how to fix your problem. Maybe someone else has a solution. Sorry.

No, I wouldn't suggest you do that. That could have unforeseen conquences down the line. What turn did you get the faster movement rates?

Very strange. When I opened the save file I can see the units are too fast. However after saving the file as a scenario, I opened it up in the editor. Now the units are 1/3rd the previous speed. Yet the Union units are the same speed in both the save and the scenario. Anyone have any ideas...

My apologies about the militia units. Militia companies are set as agile and this causes them to be too strong. As for Baltimore, rail traffic was cut off for weeks. Units went through Annapolis for the first month to save Washington, DC.
