Having a brain fart.... when you see a setup instruction like "Setup within 4 hexes of a hex" do you count that hex as 1?
Exact example, "Setup within 4 hexes of 1M5"
Can I setup in 1M1? 1M9?

My rather slow thinking today is 1M1 is within 4 hexes of 1M5 (1M2 = 1, 1M3 = 2, 1M4 = 3, 1Mg = 4)

I think that "within 4 hexes of 1M5" means <= 4 hexes, not < 4 hexes.

If the latter meaning was intended, then "within 1 hex of 1M5" would mean "in hex 1M5."

To make a short story long, I think you're ok setting up in 1M1 (and 1M9).

Begs the philosophical question, is four within four ?

My thoughts are no ! Four is not within four but equal to itself. To me, ‘within’ suggests < (less than). So best way to get around this is to simply say “equal to and/or within four hexes of...” which, by the way is what I think they intended to say without delving into the mathematical quagmire they have created.

I’ve thought about the math, if 3.9 is within four and 3.99 is within 4 and 3.999 is within four yet 3.999999999999...(infinity) is=4. This can be proven but I’ll spare you the proof. This is the reason I have some doubts so I will carefully listen to any counter-arguments.

This question reminded me of a proof that pi = 4, not 3.14 as you have been led to believe: http://www.kevinhouston.net/blog/2011/03/pi-is-4-video/. Does that help? :D

So, “Setup within(Webster’s1987) 4 hexes of 1M5”

Without looking, I’d wager you don’t use phrases like “within 3 hexes of...”on one of your scenarios. It probably says “On or within...”
I Could be wrong, it’s a risky statement.

Same within as "...within Normal Range..." :)
Yeah, I guess you’re right. One wouldn’t say “On or within normal range”, that would be stupid. I’ll go away now, thanx
