An SSR in this scenario specifies entrenchments as concealment terrain for setup purposes only. This allows concealment "?" to be placed in open ground hexes containing trench/sangar entrenchments during setup.

Question:
For dummy counters to be placed in an otherwise open ground hex, must the trench/sangar be placed on board during setup? Or could the trench/sangar remain HIP, with the dummy units being placed onboard?

Obviously, the presence of "?" counters in open ground would indicate the presence of entrenchments in the hex (allowed by SSR). However, the other player would not know whether a sangar or trench counter was in the hex until it lost HIP status normally.

The TRench / Sangar remain HIP with the dummy units onboard.
