If a Commissar tries to rally a Broken Infantry (2-2-8) Crew, is the Crew eliminated or is it Replaced with a Broken Vehicle (1-2-7) Crew?
I agree. My opponent was claiming, however, that a 228 could be Replaced by a 127.A25.222:
"A broken crew, SMC, or HS that cannot be Replaced is eliminated."

Even Japanese crews?There is nothing to replace the Crew , so it is eliminated.
