Gents, I am trying to understand Steep Hills.

Am I correct in my understand that the Gun can shoot the Tank 'cause the tank is not adjacent and therefore not barred by B11.31, yet, the Tank can't shoot the Gun 'cause (W1.333) says 'L' gun can't shoot at a higher level target 'cause the LOS goes thru an adjacent and higher hill hex?

Correct, a L or LL vehicle Gun incapable of AA and not an SPA may not. Don't you wish the Soviets had sent some of those lend-lease Lees instead? A SU-76M could take the shot because it is SPA.

That makes a difference in Human Bullets, but not that much. The SU-76M will die on the initial shot by the 57L.
