Running in a neutral

what make when a unit need retreat and go in a neutral country..in my solo game, the Norway units of Oslo retreat in sweden....
I choice disband all units..is it right, what you make if its happen in a pbem game???

It's up to the players to decide what happens. Disbanding is acceptable. In my games, we just make it a rule that you must attempt to exit the country as quickly as possible.
