I am playing for the Soviet and I have a problem: a soviet supply rate is a very low (30)
I use supply units near my assault groups but this do not solve the problem.

My question: Does the supply rate depend on a quantity of supply units?

No. Supply units are useful for improving the local supply distribution in the hexes around them, but the supply level reaching the units will always be a fraction of 30. Transport assets sharing is what can partially improve the overall supply level. A level of 30, by the way, is not per se a low supply level.
