Assuming you've made a standard installation, head for C:\Matrix Games\The Operational Art of War III\Sound and look for files named Music0.ogg, Music1.ogg to Music13.ogg. Back up the files and replace them with whatever music you'd prefer to have in the background - voilà.

Thanks. Now that I have some German music going in the background, its on to changing battle sounds. There are quite a few in SPWaW to use.

I have some microsoft media player, .wav and .mp3 music files. How do I convert these to .ogg files?

You need a converter, you can find plenty of free ones on the net, just type audio converter in google.
