1.8a Where's the Persia TO?

I can declare war on Sweden, Finland and the Axis, but I see no TO for the Reds to DoW Persia.

there never has been. the persians automatically deploy when you approach thier capital. they don't surrender either, you have to kill them.

This is how we covered it in the Briefing...

"Once a country enters the game it is permanently involved. Besserabia, the Baltic States, Arabia, Iraq and Persia are exempt from this rule and may entered by either side physically able to do so. The Soviets can only enter Eastern Poland after Germany is at war with Poland, or Poland has entered the war on the Axis side."

It didn't seem worth building in specific TOs for these little countries/provinces.
