F4/F5 will now export/import the entire armies, along with formation, units, and objectives. The format is now in XML. This means that an XML editor is now necessary to edit the exported files. Designers can obtain XMLPad Pro (it's totally free) at the following site:
http://www.freewarefiles.com/program_4_50_11470.html

:D
Btw, this tool is fully functional for 'our' purpuse (recognizing and highlighting syntax, numbered columns, global rename etc) and very slim:

http://www.flos-freeware.ch/notepad2.html (very slim, i use this one)

Note that in the xml file the unit numbers are one number below that of the editor. So unit 234 (which means side 2, unit 34) in the xml file is unit 235 in the "real" TOAWIII editor OOB. Guess that is because units start with #1000.

The same issue affects all turn related values in event xml files.
