I have a stack of 2 line bns and fire them both, using the Command/to top of stack function. I notice that moving a line bn. to top of stack costs 1/2 movement allowance. Does this also halve its fire effect as normal movement would do?

Yes. This was implemented to prevent shuffling of units in line for fire, since only the top unit in line can fire due to frantages of units and ground scale restrictions.

Makes sense to me. In my oobs, there are no inf units stronger than 600, so some such shuffling happens. I always considered it ridiculous to have Single 1000+ inf units firing out of one hex.

You will run into an issue where two small lines of 200 men each cannot fire at full strength as per a 400 man line.

Its unfortunate and we hope that it can be made to where more than one line can fire at full value. Nothing in the works on it ... but we can always hope.

I've toyed with the idea of making all infantry 2 rank line. Unfortunately there is no two rank line type which cannot form skirmishers. The third rank was useless for firing; it could only fill in for casualties (if not casualties themselves) or form skirms.
360 is about all the men you could squeeze into a two rank line across a 100 meter front. 540 would be three ranks + 60 for file closers, officers, etc and I arrived at the magic number of no inf units stronger than 600. Any original oob inf bns stronger than 600 I split, or detached skirms/grenadiers to get to or below 600.
